我國北方城鎮以燃煤鍋爐采暖為主，農村則以燃煤火爐采暖為主。采暖效率低，環境污染嚴重，對近年越發嚴重的霧霾貢獻很大。太陽能采暖不僅可以替代部分常規化石能源，優化當前嚴峻的能源結構，從而減少環境污染；而且，太陽能采暖還可運用于缺乏市政熱力供暖的地區，提高人們的生活水平。“十三五”期間國家規劃指出到2020年太陽能供熱、采暖、制冷空調系統示范項目集熱面積保有量2億平方米；大型區域供熱站示范項目200座，集熱器面積保有量400萬平方米。可見政府對發展太陽能采暖的支持。
為詳細了解目前國內外太陽能采暖現狀，分析下步國內太陽能采暖發展方向，國際銅業協會、國際金屬太陽能產業聯盟和同濟大學機械與能源工程學院暖通空調研究所決定聯合開展在中國發展太陽能區域供熱可行性研究，給出在中國發展太陽能區域供熱的技術方案和政策建議。
為讓研究課題更貼近當前中國太陽能采暖現狀，決定廣泛開展太陽能采暖案例征集。投稿案例具體內容格式見附件。希望行業內各企業能夠踴躍參與，積極提供相關案例，為國家采暖事業貢獻自己的一份力，共同保護我們的生活環境。
該報告將發送國家政府及地方政府有關部門，積極爭取相關政策支持。報告中所涉及典型性優秀案例將會在國內外相關論壇會議中進行宣講，對于國內優秀案例，將公布于國際金屬太陽能產業聯盟網站，同時通過多種渠道助力宣傳案例工程，樹立行業標桿。
